Hey there! I think the problem is more with the packaging and build 
system.

It would probably be worth talking to the ContentTranslation people and 
check
that they are using the nightly build for that language pair. 
Alternatively,
if they aren't using the nightly builds, then the language pair needs a 
new
release.

One possible set of GCI tasks for French--Catalan would be to "cross" 
the
French--Spanish Spanish--Catalan dictionaries to make candidate 
translations
to be checked.

10409

I'm sure there are some shared words in fr-es|es-ca that aren't in 
fr-ca.
