I'm pretty sure I found the problem: I had the same issue and after a
bit of debugging I found that /usr/lib/icedove/chrome.manifest is
missing. As a result, the libmozgnome.so component is not loaded, so the
system settings are not read.

BTW, this bug was fixed in ibus not ibus-m17n in upstream. Since ibus
1.4.1 with that fix will be released shortly, we could close this with
new ibus package.
