I'm pretty sure I found the problem: I had the same issue and after a bit of debugging I found that /usr/lib/icedove/chrome.manifest is missing. As a result, the libmozgnome.so component is not loaded, so the system settings are not read. Robert, if you copy the attached file to /usr/lib/icedove/ and restart icedove, does it work properly?
