The attached patch is the recommended way to fix this bug.
It adds a complete debian/po/ directory with translations stolen from
php4-kadm5.
It also runs debconf-updatepo in the clean target (hence the new
Build-Depends on po-debconf).
Please DO NOT modify the debconf templates as Thomas suggest
