Ian, I think you must differ between filing a complaint about a CA and
dispute resolution. I think Mozilla doesn't, can't and don't want to
solve disputes.
I'm sorry, but I'd recommend to remove this page altogether. Complaints
which effects the security of users can be posted at the mailing lists,
Bugzilla and perhaps to Frank directly. Disputes are handled elsewhere.
