If a dispute is not filed in bugzilla and so labelled, then there is no
dispute within the system.

1.) Disputes are perhaps solved by the parties directly (in whatever way necessary). The event with Comodo is not a dispute between Mozilla and Comodo, because Mozilla hasn't made any requests or requirements to which Comodo hasn't complied (at least this is what we know). Hence there hardly can be dispute at all. Would Comodo and Mozilla disagree with each other, perhaps we could call it a dispute, however Mozilla has other options and doesn't require the consent of Comodo in order to solve an issue.

2.) Disputes between other parties (relying parties, certification authorities, other third parties) is certainly not under the jurisdiction of Mozilla. Some things may be of interest for Mozilla, but that's about all...

3.) There is something missed???
