A specific failure of a CA or a request for review and changes of
practices and policy of a CA and even a removal of a root doesn't have
to be due to a dispute.
refer to point 1 in that list:

If a dispute is not filed in bugzilla and so labelled, then there is no
dispute within the system.
For the sake of harmony and focus, maybe anything being discussed now
should be treated as "old".
