Review Comment:
   For IndexInput subclasses, you can call setPosition(). So basically we won't 
even need the return value as the utility method can set the file pointer on 
its own. The static method would only need maximum available bytes to seek to 
and the IndexInput.
   
   For native DataInputs that do not extend IndexInput, we can use the low 
level code, nobody outside would implement that on their own.
