It sounds like it is not resolving the short name then. I know on my unix servers (sorry I am not a Windows server person) I had to add to my hosts file the short name. You might check your \windows\system32\drivers\etc\hosts file. On mine I use the format of: IP ShortName FQDN

It's pulling from somewhere or building server.xyz.com In Mid-Tier configuration there are 2 entries (server and server.xyz.com). This is because having just one (either) causes similar errors.
