AR System Administration Console - System - General - Server Information  :  
Advanced tab - Email Notification Web Path :

I changed it on my 7.5 server to:

https://arsweb8.ars.unt.edu:8443/arsys/  (added the trailing "/")

...and this notification results:

https://arsweb8.ars.unt.edu:8443/arsys//servlet/ViewFormServlet?form=NTE%3aNotifier&server=remedy7.ars.unt.edu&eid=NTS000000332385
Incident INC000000024481 has been assigned to your group 'Desktop Support'.

...with a double "//"
