I can only suggest that you try to talk to this admin. Assure him that
you won't damage his dev server and <sarcasm> you won't show him up
either.</sarcasm>
It depends on your status level whether you can walk over him or not but
do tread carefully.
 
The Sub-Administrator route seems like your best opportunity.

Each user will be able to set up a user ODBC connection and connect
under his/her profile.
 
The issue is that it's not just one form.  If it were let say Help Desk
or something - then yes set permission on the fields in the form.  There
are other forms - Surveys, Change Management, etc...
 
That person would have to set permissions on every field - except the
Ztemp fields - and there is also the option that what if I need to
create "join forms."

        ** Then they have a choice - they can allow you to fix their
problem or not have the problem fixed.  If it will make the new person
feel better, ensure that there's a good DB backup before you log in, and
take a .def file backup right after.  We know you probably won't need
them, but the way to counter his irrationality is by calming him.  If
that doesn't work, I wouldn't even deal with him further - go over his
head until you get someone to answer the first question I posed.
