I'm now suspecting that perhaps this is related to the fact that I
previously had etckeeper installed. It got removed during the upgrade
process, and left some configuration files behind that appeared to have
been causing hassles. I'll give this a few more upgrades, and if it now
works, I'll clos
Ok... I can confirm that old etckeeper configs was what was causing this
bug.
To troubleshoot this I ran "apt-config dump" on a working computer, and
a broken computer, and noticed a whole bunch of lines that were
different.
I noticed that etckeeper has lines in the apt-config on the broken
compu
The bug is NOT present in the update-manager-text package. So the
problem currently only manifests in both Ubuntu's GUI package-manager
systems

The bug is in synaptic. I've investigated and confirmed that update-
manager simply calls synaptic eventually. I've also downloaded the
synaptic source (apt-get source synaptic), and compiled (./configure &&
make). The produced synaptic binary (gtk/synaptic) did not exhibit this

0.5.9.1-6ubuntu5 with network-manager version 0.6.5-0ubuntu16. This is
running on a Dell inspiron 640m, using the ipw3945 driver.
