Binary package hint: synaptic

Whenever I attempt to install package updates using synaptic or the
update-manager, it shows the "Reading package information" screen, then
shows the downloading screen, and then vanishes, without actually
installing the updates.  The updates simply remain listed on the screen,
and I can hit "Apply" again to run through the same set of dialogs once
again.

I believe this is related to bug#230351 and possibly bug#227282
