I triaged the problem
It was caused by LC_CTYPE=fi_FI.UTF-8 when LANG=en_US.UTF-8. LC_CTYPE
was set in /etc/environment.
I am not familiar with LC_CTYPE, but I assume it deals with character
conversion somehow. This setting caused problems in Eclipse, which
opened files as ANSI instead of UTF-8 t
I had set LC_CTYPE myself - it is not done by Ubuntu, so this bug is
invalid.
I was trying to figure out how to get Finnish time format to Ubuntu.
Gnome lacks a setting application for choosing time, money and paper
formats.
