It seems this bug has been resolved in at least version 1.70.0. When I
run a testfile, the FO-Output contains the "Synopsis" paragraph title.

The latest version 1.70.0 comes with massive changes regarding the
handling auf the author and related elements. I tried to repoduce the
behaviour you describe without success. Adding an author element to a
refentry/book element and creating the manpage/

Hello,
This bug has been fixed in at least 1.70.0 (probably in 1.69.x too).
This behaviour can now be controlled via the man.hyphenate.urls (or
globally via man.hyphenate) parameter, which is set to '0' (do not
hyphenate URLs) by default.
