Looking at what other packages do, I realize that the real bug is that sawfish.el is not getting byte-compiled. It's the byte-compiled version that would go into the version-specific directory /usr/share/emacs21/site-lisp, and emacs would find the byte-compiled version on its load path, as it was set up in your site-start.d script originally. That's how it's supposed to work. Please add an emacsen-common/packages/install script as in Example 4 in the emacsen policy.
