My suggestion is to pop up on error only, otherwise make it available from 
Help menu command.

You can switch to short header in PGN window. This should be default IMHO.

This makes some sense, as long PGN window may be scrolled down and then game 
header won't be visible. I think basic game info below the board makes sense.

Agreed. "New game" + move/ECO information will be better        until a game is 
saved.
