my previous mails, but I'm already using PAP authentication with the old
phone number. I don't see why it should work with the old one and not the
new one.

As I also told, I noticed that the ppp server doesn't start automatically
after having typed the password. However, it doesn't ask me for a command
to start it.

This is kind of weird stuff. Could it be a (config) problem on ISP's side?
I mailed them, expecting them to answer shortly. Initially, I thought the
problem was on my end, but the way things are it hardly can be that.
