That seems to have worked. It didn't prompt for the "Local Items"
Keychain when I logged in after restarting.
It created the new numbered folder and a new "login.keychain".
There's still a "login_renamed_1.keychain" that was in there before.
I don't know if it's fixed, but it's not nagging me at the moment, so
I'm happy.
