yes, today's laptops are more powerful than desktops of a few years ago

i would say RAM is your biggest concern, GPU second; after that, display size and quality depend on how you use it

so 1) get a system which supports at least 8GB RAM; 2) choose carefully regarding the GPU and how well it works with Photoshop (NVidia does a lot of marketing around this, but that makes me distrust it) and 3) for some (like me), a small laptop plus an external display is a real win, but if you need to edit on the go, a bigger laptop with more pixels on the display could be better; i don't know of many laptop displays that are really prime for photo editing, though
