Review Comment:
   i would also be for the solution to move this check in with the other sanity 
checks, and just don't use vector api at all for such configurations (currently 
we allow floating point, it works with the SSE), so nobody has to worry about 
adding checks to their vector code for every new function. The vector api is 
documented as being setup for AVX2+/Neon+ anyway.  I just want to avoid the 
possibility of 30x slowdowns which are a big trap.
