The plugin/package system improvements have a long history. The real umbrella 
issue is SOLR-5103 started by Grant in August 2013. That was the issue I 
continued working on which eventually lead up to a fully functioning POC (minus 
hot reload) in SOLR-10665 back in 2017. I was then hoping for buy-in from other 
committers after Lucene Revolution, so we could drive the effort further, but 
that did not happen, except a comment from Noble and one from Shalin. This was 
way too big for me to finish alone, especially without any employer or customer 
funding it.

I'm kind of sad to see this new JIRA not connecting to prior work at all, it 
should be a best practice to research prior art or at least ask on the list 
before starting a new Jira of this magnitude. I also don't like off-list 
development followed by huge code dumps in a rapid pace.

My approach in SOLR-10665 was to write a design doc 
([https://s.apache.org/solr-plugin]) and PR, invite the community to review and 
provide feedback, and then once everyone agrees start breaking up the POC into 
committable tasks. Perhaps that is not too late, as this effort here focuses on 
hot-loading while my effort focused on the whole 3rd party repo infrastructure, 
secure downloads (there's a plugin that validates SHA and GPG of downloads) 
etc. I'm still open for feedback on the 2017 design proposal and plugin bundle 
file format.
