Thanks for your offer to help. As of right now, we're working on branches in
SOLR-13722 and SOLR-13662. We quickly jotted down our next steps in this sheet:

We'll incorporate that into JIRA and commits into branches and eventually

bq. I'll be landing some big commits to the branch and seeking reviews and
feedback.
As for timelines, we're hoping to wrap up the work left to do (in that sheet)
by next week. That work includes some massive cleanups too (mainly on the code
I have committed to the branch).

idea was to just have a minimal improvement to hot load libraries
Originally, Noble worked on the plugin loading mainly focussing on the "hot
loading" part (without needing core reload). When I joined him, I convinced him
that we have the opportunity to turn this into a complete user story by adding
the package management part (on the lines of apt or dnf and similar to what we
saw in Jan's prototype).
