In my experience, you draft the document and sign it, which more or
less claims that your work in GCC has nothing to do with the work you
are being paid to do by your employer and so, your employer won't
claim any copyrights over it. Then, find the person in your university
who has the power to sign such paper. You may have to convince his/her
secretary first that you really need such paper signed. Once the
secretary is convinced, it is a matter of time.

Hum, I needed to do it and it took me several weeks, so I am not sure
if the FSF does not request the disclaimer in all cases but they
certainly ask for it in some. In Spain we say: "more papist than the
pope". I wonder what would be the equivalent in english.
