This page has a major problem.  The FSF wants the employer disclaimer
in all cases.  If the employer has no claim on the work, the FSF wants
to see a disclaimer from the employer saying so.  It can't be left
to the judgment of the contributor.  The only case where an employer
disclaimer isn't needed is if the contributor is self-employed or
unemployed.  And if the contributor is a grad student, paid by the
university as a research assistant or teaching assistant, the university
is the employer.
