Further, since every DD already has upload right for every package through NMUing, which I can only understand as a formalized method of informing the maintainer in advance of an upload, then I can only understand a) as implying something more than granting upload after informing in advance. So what did you (personally or perhaps speaking on behalf of the bof) mean with that sentence?
