I am confused now.

The above remark totally confuses me, and makes me wonder if I have
wasted everyones time with my previous posts in this thread.  If above
is what you've meant all along then I think I might have indeed, but...

What does the above sentence mean?

I can only read it as a) stating as a fact that the "debian" namespace
*does* imply granting every DD upload rights, and b) what is presented
as actionable is only to communicate that fact better.

Further, since every DD already has upload right for every package
through NMUing, which I can only understand as a formalized method of
informing the maintainer in advance of an upload, then I can only
understand a) as implying something more than granting upload after
informing in advance.

So what did you (personally or perhaps speaking on behalf of the bof)
mean with that sentence? That we simply ought to promote NMUs more,
and for some peculiar reason specifically towards "debian"-hosted
package maintainers?!?
