I think this suggests that the Maintainer field is no longer necessarily
relevant for some packages.

Maybe update policy to say that if a package is MISSING a 'Maintainer:'
field, it is open for all DDs to do uploads?  Instead of ADDING more
things, we could try to REMOVE things and attach semantics to that.

I would happily remove my name from all packages that I have failed to
avoid putting me as Maintainer for.

Compare how homebrew, guix, and other distributions work, I don't recall
them having explicit per-package maintainers like Debian has.  I
understand some people want to claim imaginary bit ownership, and we
should let them, but an opt-in method for the rest of us would be nice.
