The error.log file is not empty. What does it say?

OK, that is progress of sorts. Could you recover the database (or remove
it) and then restart with checksum=1 and see if that is any better.

You can recover the database with
/usr/share/apt-cacher/apt-cacher-cleanup.pl -r

Alternatively rename /var/cache/apt-cacher/sums.db out of the way.
