Any request through the mirror failed (the request was being sent to
apt-cacher but a response was never received).

I've already installed libberkeleydb-perl.
Is it of any use to say that I had checksumming enabled before
upgrading to the latest version? :)

Right now trying to use apt-cacher is completely useless, nothing is received.
I just turned debug=1 and 'restarted' (I had to SIGKILL the processes
because not even after 20 SIGTERMs in a period of five minutes stopped
them) apt-cacher, but neither access.log nor error.log log anything
now (turning debug=0 doesn't make any difference), it just doesn't
work at all.
