I remember reading in BMC Communities that it was designed like that in order to support multi language. I am not sure if that was the only way to do that. It is a big hassle even to just add a custom menu value. In order to add a custom menu value most of the times we need to add it on the 1. visible selection field 2. there is a hidden selection field 3. Add data in some system form. 4. Add it on all the depended dialog screens.
