Doing a little digging, I believe the last version I had installed was
6.14.0-24-generic.

I've reverted back to 6.8.0, but unfortunately emulators are still
lagging and 2.7k videos are lagging.

Do I need to reinstall the drivers for 470? I've tried changing to the
top option in additional drivers (proprietary, tested), but that option
fails to function.

Thanks
