I coordinated with slyon_ in IRC to get this https://review.opendev.org/c/openstack/ironic/+/952848 which will test the updated dnsmasq in our CI. The crasher was never reliable for us so it's not an ideal test, but our CI will stress test this enough to be confident it works well.
