Agreed that only fixing Noble is okay here.
In addition to the Ironic CI testing, please be sure to post the dnsmasq
autopkgtest logs to confirm the fixes in debian/tests. The baseline for
dnsmasq on Noble appears to be red (at least the arches I looked at), so
britney won't report any dnsmasq dep8 failures as regressions.
