I can confirm this on Jaunty using Ubuntu Netbook Remix and no Compiz.
Also, I found the pinentry window couldn't be moved or resized at all.
I was trying to add the pinentry window to maximus' exclusion list. It
took me a while to work out how to get a console to execute "xprop |
grep WM_CLASS"
Here is this morning's console output from "sudo /etc/init.d/network
restart". It usually takes more than two tries, especially if I'm in a
hurry to log in. I've shortened a few of the longer lines by removing
whitespace only.

A complication: when the Vostro gets an IP address it is unable to ping
the router. Reloading the kernel module (e1000e) fixes the problem and
allows network communications to begin.
Are there still problems with e1000e NICs? Could my problem have been
caused by https://bugs.launchpad.net/ubuntu/+
I think it would have been, but I have no evidence to back that up.
There are no messages at all in /var/log/daemon.log at the time of the
upgrade, which in itself is a bit odd.

I have the exact same hardware - a Satellite L655D-S5050 - and this fix
doesn't work for Lucid 10.04.1 LTS *Server* (64-bit). I guess it was a
driver fix in Desktop?
The system's usual internal HDD runs Desktop and I got that working by
compiling compat-wireless, but that fix doesn't work on Serve
I can't comment on Maverick just yet, but I can confirm the problem is
still present in Lucid LTS. I stopped using Netbook Remix a long while
back because of other bugs.
