I think apt is making bad decisions here, and having to pass python3:amd64 to
force the right one to be installed is a workaround for a bug in my book.
Maybe it isn't a python issue, but a bug nevertheless and apt's error message
is terrible.

Public bug reported:
The modemmanager package is a package in "main", original MIR in bug
#410259
But it is not currently running any DEP-8 integration tests. Due to a
dependency on "specialized" modem hardware, it is hard to execute fully
end-to-end tests for this package in an automated mann
I've also proposed those tests to Debian via a Salsa MR:
