I'm afraid I'm going to have to disagree with you, here. I'm using the version of quota that came with RH7.0 (quota-2.00pre3-7) and it's working just fine on my box. I've only set up one user for quotas, on the /var filesystem (trying to keep the user's email file size down), and it's working.
