Yes using touch to create the file looks like the correct solution to this
problem. Probably should unconditionally create the file with touch as
there's no reason not to have it. Maybe use install so you can easily set the
correct permissions on the file.

In the initscripts package, we ship a tmpfs(5) manpage that documents
how the (sysv) init systems handles and configures tmpfs.
Historically, this was done because we had a /etc/init.d/tmpfs thing
that would create the tmpfs on the fly. But now we can specify

Completion of Dream Bug#907576 requires the newer codec of
libfdk-aac-dev 2.0.0, which has also been requested by Bug#915386
(latest at Github is 2.0.1). Dream cannot function properly with the
current 1.6 codec in Debian.
