Well, that's a PITA: older versions also behave similarly.
Interestingly, moving away my .shutter directory fixes the problem. so i
guess that's not something that deserves "grave" severity...

I can't this in jessie right now. Furthermore, it seems that the
screenshot clearly shows a solution to the problem: typing "4" at the
