This is two separate issues. First the easy one:
The "No such file or directory" errors you are seeing on amd64 are
benign; the generated packages are not negatively affected. The issue is
that the mkoctfile tool changed its behavior from liboctave-dev 3.6.x
(in stable) to liboctave-dev 3.8.x

It was because I had somehow deleted the "s" for replacing the version. So in
my gbp.conf, it said:

post-import = git-dch -N%(version) -a
instead of
[import-orig]

Could this be related to an enconding issue in the ldap server? There was a
bug in kabcclient about that fixed in 4.6, which would be mean that the bug is
still present in wheezy, but not in jessie:
