I installed Lenny on a spare computer last night and only installed the
standard packages from the tasksel dialog. From there I installed apache
and added `TraceEnable off` to /etc/apache2/apache2.conf. I then
telnet'd to myself and tested the HTTP Trace method. Again, `TraceEnable
off` did nothing

I suppose that I should ask ... am I allowed to do what I'm doing: create a lvm
snapshot of a partition, luksOpen the partition, luksOpen the snapshot, and
mount them both read-write?

Some hints from me, the upstream maintainer.
This isn't a bug. You should not only read README.Debian, but also
README and the manpage ('man mount.davfs').
This is about how mounting is handled on Unix-like operating systems:
Normal (unpriveleged) users can not mount, only root can. But an entry
grub2 supports now setting a password.
I just documented that in the wiki:
http://grub.enbug.org/Authentication
It's a bit different then grub-legacy's.
/etc/default/grub doestn't have any support for it.
I think the best would be to create a /etc/grub.d/01_password file or
something like that.

CUPS-PDF 2.5.0-7 is not in squeeze, only in sid. Therefore you can
reproduce the problem by executing the following two commands (as root
in a new empty directory):
# lh_config --distribution sid --packages "cups-pdf"
# lh_build
