netselect-apt is supposed to search the "fastest" mirror.
For local mirrors you can use ftp..debian.org, please also note that

You build depend on gcc 3.4 on powerpc because of bug: #292958 [PR
20046] [3.3 regression] [powerpc-linux] 3.3 CVS miscompiles bind 9.3.0
This bug has been fixed in gcc-4.0/4.0.1-1 so please drop this build
dependency.
