RH used to issue updated ISOs during a release cycle up to (I think) RHL 5.2. They stopped this practice, as it posed a support nightmare, forcing them to support more than one version of ISOs. At the same time, many customers got confused by that as well, hence RH decided to drop that habit. I don't expect them to change it back.
