I don't know what vibration problem you're referring to here. I've used the 3021 and its Carbon Fiber version, the 3444D, with several medium format SLRs over the years and had no problems with vibration control. The current MagFiber version, the 055 series, is probably a better set of legs (lighter, just as strong, even better vibration damping) if you can afford the premium price.
Another set of legs I like a lot are the Giottos MT-8160. Very very sturdy, very flexible, beautifully made. A bit on the bulky side but worth it. Similarly, I have not had any problems with any heads fitted to the 3021 or 3444D legs. I've used several different Arca Swiss, FOBA, Kirk Photo, Acratech and Manfrotto heads. My current ones are the Manfrotto 468MGRC2 and 322RC2, Kirk Photo BH-1. All work very well.
