I don't really understand your arguments. Do you mean to say that back
in the days that 25 ASA Kodachrome was prevalent if reasonable
performance ISO 1600 films were available then photographers wouldn't
have used them?

Crap pictures have been produced since the age of cave drawings and
will continue to be produced regardless of effective ISO.
