When I sell I always charge for and buy full insurance w/ tracking.
I don't want to be accused of not shipping something when I did.

Right.  Maybe not a tightwad...insurance is just another form of
gambling.  
The insurance company is gambling that in most cases the item will
arrive 
safely and they'll get to keep your money.  An individual that doesn't 
insure for the full amount is also gambling that it will arrive safely
and 
they'll save some money.

I insure largely, because I assume that if it's insured that it's a
slight 
deterrent to in-transit theft.  If not insured the most one will get at
the 
counter is a "Sorry".

Very simple, to save money on the shipping and or customs/duty
charges. AKA Tightwad
