Yes, but we are not talking about people sending boxes full of potatoes.   
In this case, there is evidence that a box was sent.  It simply hasn't  
arrived.  What was in the box is immaterial.

Why the idiot insured it for less than its full value is a mystery.

By "idiot", I mean the buyer, though the seller should of course have  
insisted on insuring for full value.
