VIA is the brand name of the PCI card, or brand of it's chipset.  If you are on 
broadband this is how you connect to the net, or
network your computers.  Your non USB external DSL and cable modems use this 
connection.  If you are on dialup this is how you would
network your computers together.  If you don't have a cable hooked up to it, then it's 
obviously not being used, but you should
still fix the yellow mark since that can affect the computer overall.  Its jack is 
going to look like a large phone line connector,
technically called an RJ45 jack usually with CAT5 cable.

FYI, these are also called NIC's (Network Interface Card), networking card, or network 
adapter.
