To the stock brokerage losing $100 million, I would argue that (without knowing anything else) someone in management needs to be fired. If you have a system in place where a single command can cost you 100,000,000 dollars, management should install some protections around that. Now, if the admin is going around control systems and whatnot that's one thing. To simply allow a system with that kind of risk to be shutdown without some kind of check and balance system, you can't really blame the admin. If nothing else, management insists you install molly-guard. Anything being run on a system with that much power, should at the very least have a change control associated with it and have something else sign off on it.
