US tutelage and speak of a "cooperative relationship".  They are very polite, 
fearing that any criticism of the US will result in further punishment, while 
hoping that if they appear cooperative the sanctions will be eased."

Slee infers that Rodriguez is polite out of fear. He has no evidence for that 
inference. The tenor and content of statements by government officials are more 
consistent with 1) the desire of the Boli-capitalists to do business, and 2) 
attempts to persuade the populace that things are going great.

Slee: "We can criticise this approach.  But if we do, we should put forward a 
clear alternative."

Yup. For a start, compare the actions and statements of Cuban officials.
