I'm Joan Montané, leader of Catalan (ca) translation team of LibreOffice
and member of the old Catalan translation team of OpenOffice.org.
Just some comments,
1.- Valencian BCP47 language code is "ca-valencia". If you want indicate
country, its locale code is "ca-ES-valencia"
2.- Because OOo lacks BCP47 support, a work-arround was done years ago.
3.- "Catalan (Valencian) ca-XV" locale was a kind of hack to provide
Valencian (AVL) user interface and downloadable language packs/installers.
4.- Such hack was done for the user interface only!!! Documents remain
using general Catalan locale ("ca" or "ca-ES", sorry I don't know), because
XV country code is for private use.
5.- Nowadays:
5.1.- Debian based distros support "ca-ES-valencia" locale as
"ca-ES@valencia" POSIX locale. "Valencian (AVL)" translations teams in
gettext/Linux world use this locale, working together side by side with
"Catalan (ca)" translations teams. AFAIK there is no Linux distros using
"Valencian (RACV)" grammar, so no POSIX locale is in use for Valencian
(RACV).
5.2.- Microsoft Windows 8 and 8.1 support "ca-ES-valencia" locale and
provide Valencian UI. They uses AVL grammar.
5.3.- Microsoft Office 2013 supports Valencian UI and documents with
"ca-ES-valencia" locale. It uses AVL grammar.
5.4.- Microsoft Outlook webmail supports Valencian UI. It uses AVL grammar.
5.5.- LibreOffice supports BCP47 now. So, "Catalan (Valencian) ca-XV" hack
was removed and now "Catalan (Valencian) ca-ES-valencia" is full supported
(UI and documents). It uses AVL grammar.
5.6.- Unicode CLDR v25 added "ca-ES-valencia" in its locales list. It uses
data compatible with AVL grammar.
Say that,
I'm not happy with "Valencian (RACV)" translation, but I cann't oppose to
it. So, please, keep care to apply "Valencian (RACV) ca-XR" locale only to
Apache OpenOffice UI, not to documents, like old OOo "Catalan (Valencian)
ca-XV" was done.
